Organic agriculture in Kyrgyzstan: experiences with implementing participatory guarantee systemsIgor Taranov and Yoshiko Kawabata

Organic farming plays a pivotal role in the recent initiative to develop a sustainable economy in the Kyrgyz Republic (Kyrgyzstan). Key national policy documents support a green agricultural development path and highlight the potential of organic agricultural production and exports. This study therefore elicited perspectives on organic farming from organic farmers and stakeholders in Kyrgyzstan, focusing on the role of Participatory Guarantee Systems (PGS) in its promotion. Interviews held with these two groups revealed that, whereas organic farmers are primarily motivated by personal and family health concerns despite unfair market prices and insufficient governmental support, stakeholders prioritize environmental protection and view the inclusion of PGS in national legislation as a milestone in organic certification. Also, the recent COVID-19 pandemic has influenced farmers’ motivation for organic conversion owing to increased health concerns and food safety. The study’s findings highlight the potential of PGS to foster cooperation within local communities and familiarize farmers with organic principles and methods. PGS can be used as a framework to strengthen social and economic links within local farming communities and preserve traditional local knowledge and farming practices that are crucial for climate change mitigation and sustainable agriculture. Moreover, PGS may be applied in business as a model for establishing collaboration with other sectors at both domestic and international levels. The findings underscore the significance of PGS in the sustainable development of organic farming in Kyrgyzstan. However, challenges such as inadequate infrastructure and knowledge need to be addressed through the government’s increased involvement and through cooperation among actors within the organic sector. Overall, the PGS approach may be used by policymakers as a relevant and feasible tool for introducing organic principles within agricultural policies and disseminating organic practices across the country.

:農業普及システムについての情報を検証し,農家の情報ニーズをより深く理解することは,農業普及アプローチのカスタマイズに貢献し,持続可能な農業形態の可能性を調べることは非常に重要である.本論文では,キルギス共和国イシククル州の有機栽培農家を対象に実施した調査から得られたデータを使用して,農業関連情報に関する有機農家の情報ニーズを分析した.探索的因子分析(EFA)により,情報ニーズに関連する4つの因子が特定された.(1)ネットワーク,(2)農業の専門知識,(3)農業ガバナンス,(4)市場情報である.次に,各因子の相対的な重要性を特定した.農業の専門知識が最も高いランクにあり,市場情報,ネットワーク,農業ガバナンスがそれに続いた.農業の専門知識の因子のすべてのステートメントの平均値は4を超えており,有機農家にとっての重要性を示し,有機農業の実践のさまざまな側面にわたる多様な知識要件を反映していた.4因子EFAモデルで,分散が67.76%であった.因子間の相関は0.358 を超えず,因子が明確であることを示した.回答者が表明した情報ニーズから,農業投入資材へのアクセスと使用,農家のネットワークの構築,マーケティングに関するより関連性の高いカスタマイズされた情報が普及されるべきであることを示唆された.順列多重分散分析と一対一検定により,場所と教育的背景が特定された要因に重要な影響を与えることが示された.有機原則のさらなる推進を確実にするために,複数の利害関係者が有機農家に関連性のあるタイムリーな情報を提供することを目的とした共同活動を行うべきである.調査結果は,有機農家の情報ニーズを形成する要因を理解し,需要主導型の農業普及システムと有機農家間の強固なネットワークを提唱し,キルギスで有機農業をさらに推進することに貢献すると考えられる.

The Amu Darya River and the surrounding groundwater aquifers are important resources for drinking water and agricultural use in Karakalpakstan, western Uzbekistan. However, access to these water resources has been limited because of the region’s arid climate. Considerable concerns for water quality are the contents of minerals and uranium. In Karakalpakstan, soil salinization has been caused by years of inappropriate and excessive irrigation with highly mineralized water. High uranium concentrations in drinking water can increase the risk of health issues such as kidney disorders. In this study, the concentrations of uranium were measured by ICP-MS to evaluate the quality of groundwater and the Amu Darya River. The uranium concentration of the river water was more than two-fold greater than in 2004. The uranium concentrations exceeded the WHO guidance value at some groundwater sampling locations. A correlation analysis between the mineral and uranium contents in groundwater showed a strong correlation when the uranium concentration was less than 100 µg/L. Conversely, there was no obvious correlation at uranium concentrations greater than 100 µg/L. While low uranium levels can accumulate naturally with salts, extremely high uranium levels are likely the result of intensive human-caused pollution.

Uzbekistan is a developing country in Central Asia with an area of 447,400 km2. Most of the agricultural production in Uzbekistan involves irrigated agriculture. Arable land accounts for 4.4 million ha, which is approximately 10% of Uzbekistan’s total area. The role of agriculture is vital to the national economy, particularly in terms of food security and employment, and provides an important income source for 4.7 million households that operate dehkan (small-scale) farms in rural and disproportionately poor communities. The current study was carried out in 13 villages in the Samarkand region to identify the current conditions and challenges of local dehkan grape producers by measuring income, consumption expenditure and food security, and paying attention to heterogeneity among farmers. The results of the current research revealed that viticulture contributed to 84.1% of total dehkan income and played a significant role in household welfare. We divided respondents into four groups by farm size (1st group: < 0.36 ha; 2nd group: 0.36-0.50 ha; 3rd group: 0.51-0.70 ha; and 4th group: > 0.70 ha), and found differences among them in various household characteristics, including the importance of viticulture income. In addition, several challenges were identified, including a lack of infrastructure, prevalence of pests and diseases, high prices of inputs, water shortages, low prices of grapes and raisins, lack of capital, limited access to markets, and lack of skills. These findings have important implications for viniculture development and further increases in dehkan income and well-being.

Agriculture plays a major role in the economy of the Kyrgyz Republic, a small, landlocked, mountainous country in Central Asia. The National Development Strategy of the Kyrgyz Republic is focused on agroindustry as a priority sector for the development of the economy. Due to the comprehensive, innovative agrarian reforms with minimum government intervention, the agricultural recovery in the early 2000s was driven entirely by growth in the private sector, with increasing output from peasant farms. In this study, we analyze the emerging peasant farmer entrepreneurs as the prospective leaders of sustainable agriculture in the Kyrgyz Republic. Statistical data and empirical results from field surveys were used to analyze the potential capacity of individual entrepreneurs in the sector. Our findings indicate a beneficial impact of entrepreneurs on the promotion of sustainable agriculture and the increasing value of the “Made in Kyrgyz” label in regional markets.

Palestinian embroidery is a craft that used to be passed down from mother to daughter, and it was employed to embellish the traditional Palestinian women’s costume called thobe. Palestinian peasants and Bedouin used to reinforce their working clothes by adding embroidery, and the patterns reflected their natural surroundings and daily life. In the early twentieth century, some skilled Palestinian women started selling the embroidery they produced. After the 1948 Arab-Israeli War, many Palestinians were forcibly displaced internally or externally; women were thus no longer able to make embroidery as part of their daily routines. Subsequently, Palestinian women living in rural villages and in refugee camps began producing embroidery with non-governmental organization (NGO) support under the Israeli occupation; they did so as part of their cultural identity as Palestinians and to generate income. Today, embroidery is produced predominantly by both NGOs and cooperatives. Many embroiderers in rural villages in Ramallah are farm women, and they produce embroidery when they are not engaged in farm work. Embroiderers in refugee camps make embroidery products as their main source of income. However, there has been insufficient research on how Palestinian women produce embroidery and the role it plays in their economic independence. We conducted a fieldwork survey and online research in the Palestinian territories (West Bank and Gaza), and we observed differences in the production systems between NGOs and cooperatives. The NGOs undertook their activities as a form of charity: the embroiderers registered with an NGO and were fully supported by it; thus, the embroiderers simply produced embroidery and were paid according to their work. With cooperatives, however, the embroiderers participated as cooperative members and took the initiative for production. Cooperative members decided the price of products and amount of money they received. Embroiders who worked with cooperatives were more independent than those who registered with NGOs, and the creative work led to increased income.

Agritourism can enhance rural development and is a useful alternative activity to increase farm incomes. As a result of rapid growth worldwide, agritourism has become one of the most significant supplementary income sources for farmers. This study examines the development of agritourism in the Samarkand region of Uzbekistan, using scientific studies and statistical data, which indicate that there are great opportunities for agritourism activities. Increasing the economic potential of the rural areas by introducing innovative activities on Samarkand region’s medium-sized farms (fermers) and ensuring sustainable development is essential. Samarkand has extremely favorable conditions for many forms of tourism, especially agritourism. Thus, the main purpose of this study is to examine the current situation and identify issues influencing the sustainable development of agritourism in Samarkand. Currently, 10 fermers in Samarkand engage in agritourism. We surveyed all 10 of these, and 100 randomly selected fermers in Samarkand that do not carry out agritourism activities. Based on this data collection and analysis using chi-square and t tests, we found significant socioeconomic differences among agritourism and ‘nonagritourism’ fermers. The results also indicated that agritourism is not popular among fermers in Samarkand. Finally, we investigated the general characteristics of fermers in the region, the current state of agritourism, the economic situation of fermers, and challenges in the development of agritourism.

Soil salinity is one of the widespread environmental threats worldwide, especially in arid and semi-arid areas. Saline soils mainly occur due to inadequate irrigation and extensive agricultural activities, which account for many soil degradation processes. Advanced technologies such as remote sensing (RS) data have become an economically efficient tool for assessing, detecting, mapping, and monitoring saline areas along with their spatial and temporal variations. This study aims to develop a spatial database to evaluate salinization using RS and GIS (geographical information system). This research employed seven soil salinity indices (SI2, SI3, SI4, NSI, VSSI, NDSI, and NDVI) calculated from Landsat 8 Operational Land Imager (OLI) images. Classification of salinity class was conducted using a supervised algorithm built-in ArcGIS with the government soil salinity map as the training data. The indices utilizing the combination of visible and near-infrared reflectance (NIR) bands produce higher accuracy than those using only visible ones. Among all of the used indices, VSSI showed the highest accuracy.

アラル海問題と人々の生活「中央アジア・コーカサスにおける環境問題と日本の役割」
(「中央アジア+日本」対話・第7回専門家会合)
中央アジア・コーカサス地域にはアラル海などの水資源をめぐる問題や山岳地帯への気候変動の影響など国境を越えて広がる環境問題が存在しています。また近年、温暖化対策の観点から、世界的に化石燃料から再生可能エネルギーなどのクリーンエネルギーへの転換が進められています。本セミナーでは、中央アジア・コーカサス地域における環境問題の現状と今後日本の取り組むべき課題について、日本および中央アジア・コーカサス諸国の専門家が議論します。

The Water Quality of the Aral Sea in Uzbekistan, Central Asia
国際沙漠技術会議
The Aral Sea is a large closed lake located in the arid area of Central Asia. The water level of the Aral Sea was heavily depending on the amount of water contributed by two major tributaries, Amu-Darya and Syr-Darya. In the past 60 years, it was the world’s fourth largest lake in area. However, its area has decreased rapidly, and its water salinity have become high. They decrease in Aral Sea area was caused by the large scale irrigated agriculture which started in 1950’s, especially in the Aral Sea basin. The study investigates the changes in the chemical characteristics of Aral Sea water in Central Asia in 2015 compared with in 1965 and 1994. Results indicated that the current major ion concentrations were higher than in 1965 and 1994. However, Ca2+ concentration showed different trends.
